Best way to avoid Spam Call and Email

Often we receive disturbing calls or sometime we do not like to get call from unknown caller. Some telecom corporations and specially some Chinese mobile set manufacturer provide the option of 'call block service', which blocks incoming calls from some specific numbers. Users need to list the numbers in blacklist. But how many numbers we can list there? It does not fulfill our demand. Only if they provide 'Call Filter' service, then it will be a more effective solution. 

If any one activate 'Call Filter', s/he will receive call only from the listed numbers in phone book. Users will be able to make outgoing call to anyone; but for incoming, s/he will have to save caller's number in phone book first. Same conditions will be applied for SMS and MMS. For example, when anyone will open a bank account, they will have to know each other's official phone numbers and email address through which they will make contact. If telecom corporations provide extra facility, then user will be able to check public SMS and MMS from their web account. VIPs and celebrities will be able to distribute their phone number to anyone frequently. Telecom corporations will only fix some special numbers (e.g. 911 or Operators contact number), which user will not be able to block. 

Now about email. Mail Filter will deliver all email from unlisted contact to 'Public Box'. If user want to receive email in Mail Box, s/he will have to add sender's email address in contact book first. 'Public Box' will never use more than 20% of total size of mail quota/service. When 'Public Box' will be full, System will delete the oldest email of 'Public Box' automatically forever. If user delete any email from 'Public Box' (or Spam Box) manually, will not go to Trash Box - it will be deleted forever. But if adds the senders email address to contact book, the email will be automatically moved to Mail Box. In contact book , there will be an extra option of 'Approved Domain List'. if user list any domain or sub domain (e.g. paypal.com, wikipedia.org, office.yahoo.com, office.facebook.com) then all email under that domain or sub domain will directly be sent to Mail Box. After activation of 'Mail Filter' no one will be afraid to disclose their email address to public. Although provider will be able to contact with user, it will be fixed.

In addition, Spam Box will follow the same rule: It will not use more than 10% of total quota, when it will be full, System will delete the oldest email of Spam Box automatically forever. But the rule for the Mail Box, Sent Box, Trash Box will be different. These will use the rest 70% of space. When space will be full, System will never delete the old emails, rather than it will stop to receive new email in Mail Box and show 'WARNING'. User will buy more space or delete some old emails from Mail Box, Sent Box, Trash Box manually.

A lot of people are using multiple email accounts. only one of those is used as Original Inbox. Others are to hide the real one, sometimes those are mail forwarder only. So if top email service providers launch 'Mail Filter', then they will have to provide the option to merge multiple accounts into one account with the facility to select one of those as primary (default).
